Ten men were arrested and held under suspicion of terrorism-related activites. The arrests are not connected to the July bombings in London.
Forensic searches of the addresses were expected to continue for some time.
A resident in Lewis Avenue, in the Moseley Village area of Wolverhampton, said up to 20 people had stayed at the address raided there at any one time.
One man said: "There was always activity in the early hours of the morning. Men would be carrying plastic bags and packages to and from the house."
A woman added: "They were quiet, kept themselves to themselves, but I always thought there was something strange going on."
A student from the University of Memphis, who is in the U.S. illegally, has been arrested after finding items in his apartment that would suggest he might like to follow in the footsteps of Mohamed Atta al-Sayed.
A university student from Egypt was ordered held without bond after prosecutors said they found a pilot's uniform, chart of Memphis International Airport and a DVD titled "How an Airline Captain Should Look and Act" in his apartment. (Emphasis added)
Mahmoud Maawad was arrested after he was reported for non-payment of $2,500 in merchandise such as DVDs entitled "Ups and Downs of Takeoffs and Landings" and is being investigated by the FBI.

They were planning attacks on foreign officers in the kingdom," said one security source, referring to a plot to attack U.S. military personnel who frequent five-star hotels while on leave from duty in neighboring Iraq.

The Times Online reports that there maybe yet a third terror cell planning to hit London again.
One of the terrorists in custody claims that they were working alone and denies having any contact with the July 7th group. He portrayed his group as amateurs; he claims that they didn't want to kill anyone and just wanted to make a political statement.
But detectives in London, led by Peter Clarke, deputy assistant commissioner and head of the anti-terrorism squad, remain deeply worried. “I must emphasise the investigation is continuing,” said Clarke. “The threat remains and is very real.”
Yesterday a senior security source said that “multiple sources” had indicated that a third cell was planning imminent attacks. Intelligence suggested the cell was tangentially connected to the suspected 21/7 bombers.
At least 70 people are being held for questioning in the bombings that occurred at the Ghazala Garden Hotel, a nearby coffeehouse in the Old Market, and along the Naama Bay boardwalk.
